Oslo Rebuilds Its Government Quarter with a New Focus: Openness
After a devastating 2011 terror attack, the Norwegian capital’s new government quarter was redesigned to emphasize the fundamental civic values of accessibility.

At the southwest corner of a flagstone courtyard at the heart of Oslo’s new government quarter, Karianne Oldernes Tung stood near the spot that marks the epicenter of Norway’s deadliest terrorist attack.
On July 22, 2011, a white van carrying a fertilizer bomb pulled up here, behind what was then the prime minister’s office. The subsequent explosion killed eight people; a follow-on attack staged outside the city killed dozens more, many of them children.
