The issue came up during a meeting on Wednesday between Magyar and European Council President Antonio Costa in Brussels. The EU is pressing Magyar to drop the outgoing government’s opposition to officially opening membership negotiations with Ukraine, the people said on the condition of anonymity because the talks are private.
