Tanzania’s government has blamed unnamed individuals for orchestrating election violence that left at least 518 people dead, in its account of the bloodshed that engulfed the East African nation six months ago.

Those individuals sent about 16 billion shillings ($6 million) to train more than 500 young people to handle firearms and make bombs, according to Lazaro Nyalandu, a senior adviser to President Samia Suluhu Hassan. The recruits then led mobs that torched gas stations and attacked the homes of ruling-party politicians.
