The dark, busy room inside London’s O2 arena complex feels like what it is — a live music venue. Lights flash, music booms, the bar is busy, and there’s a stand selling merch. On this late October evening there are no bands or DJs performing, though. Instead the attraction — for an estimated crowd of 1,300 people — is an evening of talks about sewers, investment policy and tax brackets.

The crowd is lively: There are whoops at mentions of an obscure government science department and boos for a planning application estimated at more than 359,000 pages. At the bar, attendee Tina Singh explains the attraction of the event’s organizers, an emerging political movement called Looking for Growth. “They’re making policy cool,” she says.
