Peru’s government will delay a decision on whether to allow a controversial former official to leave the country for Mexico to focus on pushing reforms to international political persecution standards that it argues have been abused.

The announcement from Peru’s foreign ministry late Friday centers on whether the government will allow safe passage for former Prime Minister Betssy Chávez to Mexico, where she has been granted asylum. Chávez has taken up residence in a Mexican diplomatic compound in Lima.
