New York Governor Andrew Cuomo is planning to use an executive order to protect transgender people from discrimination in housing and employment, a person familiar with the plan said.

Cuomo, a Democrat, is set to make the announcement at an Empire State Pride Agenda dinner in New York on Thursday, said the person who spoke on the condition of anonymity because the plan isn’t yet public. The New York Times reported the move Thursday.
